Performs a variety of skilled technical, supervisory, and administrative work in the planning, construction, operation, repair, maintenance and replacement of the municipal wastewater collection system.

  • Plans, schedules and implements construction, maintenance, and operation activities designed to provide quality wastewater collection service for the city. Oversees construction and maintenance work to determine acceptability and conformance to standards.
  • Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of wastewater collection systems and other division facilities. 
  • Advises the Assistant Department Director, City Attorney, Engineering, and other city officials in matters relating to division activities; provides information to various civic, school and public groups and individuals regarding wastewater collection problems and services.
  • Operates a computerized water and wastewater data acquisition and monitor system. Requisition supplies needed for the division and maintains a variety of records relating to personnel, equipment, supplies and reports. 
  • Implements environmental regulations for and wastewater systems.  Analyzes, reviews, and prepares construction plans and specs for wastewater projects. 
  • Oversees the safety of assigned maintenance workers by instructing individuals in proper safety procedures and monitoring work in progress.  Assists in motivating and evaluating personnel by acting as liaison between crew members and other city supervisors.
  • Analyzes annual operating costs and makes recommendations for budget.  Analyzes and projects the needs of the division for equipment and materials.
  • Provides recommendations regarding heavy equipment purchases needed for effective operation. 
  • Possession of or the ability to obtain a Class “C”  Wastewater certification from the Oklahoma Department of Environmental Quality within one year of date of employment.
  • Knowledge of nationally recognized and local plumbing codes. Ability to perform a skilled trade.
  • Thorough knowledge of equipment, facilities, materials, methods and procedures used in public wastewater collection systems; thorough knowledge of pipe installation, connection and repair.
  • Skill in preparing cost estimates, production rates, and labor requirements on complex construction and maintenance projects.
  • Must have good written and oral communication and exercise sound judgment.
  •  Responsible for technical division employees and their evaluations.
  • Advises Division Supervisor or Department Director as needed.
  • Knowledge of safety and traffic control regulations.  Must possess good written, communication and judgment skills.
  • Skill in the operation of the following tools and equipment:  motorized vehicles and equipment including dump truck, pickup truck, utility truck, jetter/inductor truck, backhoe; common hand tools and power tools; shovels, wrenches; detection devices; mobile radio; phone; personal computer including work processing and other software; copy machine; fax machine.
  • Ability to guide, direct and motivate employees; ability to operate and maintain various equipment used in wastewater collection and repair; ability to organize and supervise the activities of various crews performing construction and maintenance work; ability to communicate effectively, verbally and in writing; ability to establish effective working relationships with employees, other departments and public.
  • Possession of valid Oklahoma Operator’s license

Regularly:          Required to use hands to finger, handle, feel or operate objects, tools or controls and reach with hands and arms.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Frequently:         Required to stand and talk or hear, walk, sit, climb or balance, stoop, kneel, crouch, or crawl; and smell.  The employee must frequently lift and or move up to 20 pounds.

Occasionally:     Smell materials to better identify or insure purity (lack of contamination) and lift and move up to 20 pounds.
