Under general supervision of the Police Deputy Chief, the Telecommunication Manager is responsible for overseeing the daily activities and operations of the Emergency Communications Center. This position is responsible for managing and supervising work performed by Communication Supervisors and Telecommunicators. Ensures policy and procedures development, provides training and instruction of communications center staff, and provides staff evaluation and assessment.

  • Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient and safe operation of the Emergency Communications Center.
  • Develops and implements systems to maintain records on employees, equipment inventories, and compliance activities.
  • Assists in the annual budget planning process and regularly monitors expenditures.
  • Identifies/locates available grant opportunities. Completes grant applications and administers grants once awarded.
  • Supervises the training of new Communications Shift Supervisors.
  • Maintains supporting documentation and prepares composite reports on Communications Shift Supervisor performance.
  • Coordinates police dispatch techniques to assure availability of vital information, compliance with state laws.
  • Promotes a safe work environment for subordinates.
  • Be able to work flexible hours, which can include weekends, holidays, and various shifts.
  • Graduation from an accredited four-year college or university and a minimum of three years experience in the telecommunications field or an equivalent combination of education and experience.
  • Skill in operating the following tools and equipment: personal computer including word processing, database and spreadsheet programs; calculator, telephone, copy machine and facsimile machine; skill in preparing and administering municipal budgets, directing and administering telecommunications programs and systems.
  • Five years experience in the telecommunications field with at least three years supervisory experience.

  • While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, climb or balance; stoop, kneel, crouch, or crawl; talk or hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
